Question:What is the gender impact of the Budget 2017? This involves using gender as a macroeconomic variable to review the UK Autumn Statement 2016 or the 2017 Budget and assess its gendered outcomes

Look for examples of how this is done already, I suggest IIPPR as a think tank that does similar analysis of each budget. There are lots of examples, so don't just research blind.
